Russia and the former Soviet Union has traditionally been perceived as a country with considerable achievements in the area of education and significant accomplishments in numerous fields of fundamental and applied science. However Russia's education system in many respects presents a paradox. On the one hand there is indisputable progress: secondary education is compulsory for all children; there is a high level of literacy of the labour force ; women have equal opportunities in accessing all forms of education; and the academic achievement rate is higher than in most OECD countries. On the other hand, there is a lack of skills needed in a market economy and as a result an inability to capitalise on earlier achievements.

Does this contradictory situation provide any potential for establishing business links between the Scottish Education sector and their Russian counterparts? The short answer to this question is yes. Although the process of achieving this strategic goal is more complicated than this simple answer, Russia's recent education history can produce numerous confirmations of success wherever there is commitment and determination of partners.

Scottish Education + Training Activity in Russia

  • Inward visit of British Council Science Officer, with subsequent involvement by two Scottish representatives at an environmental conference in Moscow, 1999

  • Inward visit of Deputy Minister for Education, Dr Victor Bolotov, Nov. 1999
  • Inward visit of private schools, state schools and agents, January 2000

  • Cross-sectoral working group established
  • Production of video and brochure in Russian explaining the Scottish education system
